Instructions to Submit Written Comments to the EPA Dockets
Submitting written comments related to the proposed EPA’s proposed rules is a relatively simple process. Comments may be brief or detailed (up to 5,000 characters) and supporting attachments can also be included. Most importantly, the public comment period gives individuals an opportunity to make their voices heard on the proposed changes.

- Prepare your comments and/or attachments.
- Access regulations.gov and search by the specific docket or access it directly using the links below.
- Docket ID: EPA-HQ-OW-2025-0654 (Rescission of Regulatory Determinations)
- Docket ID: EPA-HQ-OW-2025-1742 (Extending the Compliance Deadline)
- Click Open for Comments (see screenshot)
- Click Comment (see screenshot)
- Complete the form
- Enter your comments in the Comment field (required)
- Add attachments to the Attach Files field (optional)
- Enter your email address in the Email Address field (optional)
- Select an identity: An Individual, An Organization, Anonymous (required)
- Place a checkmark in the reCAPTCHA box (required)
- Click Submit Comment
