Monongahela Power and Potomac Edison Seek Electric Rate Increases in West Virginia


The Monongahela Power Company (Mon Power) and The Potomac Edison Company (PE) filed a joint petition (CASE NO. 26-0508-E-42T ) to the Public Service Commission (PSC) on May 15, 2026 to increase electric rates and chargers for its customers.

According to filings the companies are seeking additional revenues on a combined basis of approximately $188,.4 million, or a 10.6 percent rate increase, in total revenues. The filing includes two components:

  • A Rule 42T increase to base rates totaling approximately $174.6 million; and
  • A proposed Reliability and Infrastructure Investment Program surcharge totaling approximately $13.8 million during the first year

Alternative “Adjustment Approach” Proposed

As an alternative to the full $188.4 million increase, the companies also proposed a phased adjustment plan referred to as the “Adjustment Approach.” Under that proposal, rates would increase in two stages:

  • An estimated $37.9 million increase in base revenues effective August 1, 2026
  • An estimated $37.6 million increase in base revenues effective June 1, 2027

The phased approach would result in:

  • A first-step increase of approximately 2.1 percent
  • A second-step increase of approximately 2.1 percent over the first step
  • A combined increase of approximately $75.6 million, or 4.25 percent compared with current rates

The filing states that if the Adjustment Approach is approved, the companies would withdraw the pending base rate case and agree not to file another general rate case before April 1, 2028.

PSC Suspends Initial Proposed Rates

The PSC issued an order response to the filing on May 21, 2026

  • Made Mon Power and PE respondents in the case
  • Suspended the proposed Rule 42T rate increases through March 11, 2027
  • Ordered public notice regarding the proposed Adjustment Approach
  • Scheduled a public evidentiary hearing

The Order noted that if the Commission does not approve the Adjustment Approach, the full base rate will be considered.

Barbour, Berkeley, Braxton, Brooke, Calhoun, Clay, Doddridge, Fayette, Gilmer, Grant, Greenbrier, Hampshire, Hancock, Hardy, Harrison, Jackson, Jefferson, Lewis, Marion, Mineral, Monongalia, Monroe, Morgan, Nicholas, Pendleton, Pleasants, Pocahontas, Preston, Randolph, Ritchie, Roane, Summers, Taylor, Tucker, Tyler, Upshur, Webster, Wetzel, Wirt, and Wood counties.
